Preservation First

Final handling is a last option, not the first solution.

Usability, repair, restoration and redistribution should be assessed before irrecoverability is concluded.

Condition should be reviewed carefully so that usable or recoverable copies are not unnecessarily removed from circulation.

Accurate Classification

A Mushaf must not be discarded merely because it is old.

The condition of the cover, binding, completeness of pages, readability, damage caused by moisture or ink spread, and the practicality of repair are carefully assessed before deciding the appropriate category.

Final Handling

Final handling of completely unusable Mushafs takes place only through approved procedures.

Because final handling is a highly sensitive matter, volunteers, Collection Point personnel, donors and doorstep collection team members must not take independent action.

This stage must be completed in accordance with structured operating procedures (SOP), Shariah guidance, supervision by designated personnel and complete record-keeping.

Limits for Volunteers / Collection Points

Responsibility to collect is not authority to carry out final handling.

  • Mushafs must not be discarded or destroyed on personal discretion.
  • Final handling must not be carried out without official QP Network approval.
  • Material must not be moved elsewhere without official authorisation.
  • If a religious doubt or question arises, it should be referred immediately for consideration by the scholarly advisory body.
  • Any operational failure or deviation should be reported accurately.

Shariah-sensitive operations are carried out under a structured oversight system rather than personal discretion.

Safe Storage & Transport

Collected Mushafs must be stored separately from other materials and waste.

At collection points and during transport, Mushafs should be kept in clean and secure packaging. Wet or soiled material should be separated so that it does not damage other copies.

Collection partners and volunteers must transfer sensitive decisions through the approved escalation process.

Repair & Restoration Rules

Repairs should serve the purpose of preservation and improve the usability of the Mushaf.

Only trained personnel should be used when repairing covers, binding or damaged pages. Changes that could compromise the sanctity or structure of the Mushaf should be avoided.

Restored Mushafs are returned to use or distribution only after it is clear that they are satisfactory for recitation.

Redistribution Conditions

Redistributed Mushafs must be usable and suitable for the recipient.

The purpose of redistribution is to place usable Mushafs where they are genuinely needed. The recipient’s actual need, the condition of the Mushafs and the required quantity should therefore be assessed carefully.

Mushafs that are damaged, have incomplete pages or are otherwise unsuitable for use must not be redistributed.

Record-Keeping & Audit

Transparent records and review are essential to maintain trust.

Accurately recording information at each stage — collection, source, classification, repair, redistribution, final handling and removal — helps ensure full accountability.

There should be a system to audit and promptly review operational deviations, safety failures, unauthorised movements, complaints and special circumstances.
