Mushafs entrusted to the network and support given to the project should be recorded responsibly.

QP Network aims to build reliable documentation for collection, inspection, restoration, redistribution, authorised final handling, network activity, volunteer operations and financial support.

Why Transparency?

A Qur’an-related service must earn community trust through its actions.

People hand over Mushafs and support the network in trust. That trust should be supported by responsible records and clear reporting.

Transparency is therefore not limited to publishing a report. The goal is an operational culture that ensures accountable documentation at key stages from collection through the approved final action.

Basic information such as the number of Mushafs received, source category, district, and whether they came through a collection point or doorstep collection route.

Foundation Stage

QP Network is activating the collection-point list, doorstep-collection workflow, volunteer induction, operational records and reporting structure in stages.

Examples include received quantities, source category, district, collection route, condition classification, restoration activity, redistribution and authorised final-handling records.

Financial Transparency

Every financial contribution received should have a clear purpose for use.

When donations or support are received, the receipt record, purpose, programme allocation and major expenditure category are intended to be recorded in the accounting records.

Statistics that have not actually been verified should not be published.

A network’s credibility does not come from displaying large numbers. Every published figure should have a clear record, source and reporting period.

Therefore, not presenting estimated impact, assumed collection volume or projected donor numbers as actual achievement is a core part of QP Network’s transparency policy.

Use field data to plan collection and recovery capacity instead of publishing unverified large estimates.

The QP Network research framework studies normal annual collection flow separately from historical flood/disaster backlog. Estimates should be updated as verified surveys, collection history and QR/batch records become available.

Traceability

The goal is an accountable operational trail, not public tracking of every individual Mushaf.

Collection requests, movement, classification, restoration, redistribution and authorised final handling may be recorded at the level needed for operations.

Names, phone numbers, addresses, GPS locations and other personal data should remain protected while public reporting uses aggregated information.

Privacy & Transparency

Transparency does not mean making personal information public.

The name, phone number, WhatsApp, email, home address, GPS location and similar details of doorstep pickup requesters should be used only for operational coordination.

When preparing public reports, the appropriate approach is to use district-level, category-level or aggregated statistics without disclosing personal information.

Record Controls

Having data alone does not create transparency — its integrity must be protected.

  • Allow authorised access only.
  • Do not unnecessarily edit or delete operational records.
  • Record significant status changes in the audit trail.
  • Keep financial records with supporting documentation.
  • Perform periodic backups and reviews.
  • Reconcile public figures with internal records.
Accountable Documentation

A system that records and corrects errors rather than concealing them strengthens trust.

If there are missing records, handling deviations, damaged storage, delayed pickups, unauthorised movement, complaints or financial discrepancies, the framework should support reporting, review and documented corrective action.

Incidents, delays, storage issues, complaints or discrepancies should be reviewable and linked to corrective action.

Shariah & Governance Reporting

Operational transparency should connect with religious and administrative oversight.

Classification rules, final-handling procedures, SOP updates, scholarly guidance and role boundaries should be reviewed as the system matures.

This helps ensure that important decisions in Qur’an handling do not depend solely on individual discretion.
